Wildland firefighter differential pay of up to 25% of hourly rates is limited to temporary returning seasonal firefighters and temporary first year seasonal firefighters who hold current incident qualification cards

Permanent employees with firefighting roles or current incident qualification cards are explicitly excluded from receiving the wildland firefighter differential pay

Differential pay applies only while working on the fireline of uncontrolled fire incidents or at fire incident helibases servicing active flights

Amends both Section 59-1603 (nonclassified positions) and Section 67-5309D (classified employees) of Idaho Code to create consistent eligibility restrictions

Declares an emergency and takes effect July 1, 2026
