Grants boards of county commissioners authority to enact flow control measures to protect public investment in solid waste facilities, reduce county liabilities, avoid creation of underutilized publicly funded assets, ensure environmental compliance, and promote public health

Requires counties to complete an independent professional study before enacting flow control, including financial impact analysis, cost-benefit analysis, liability evaluation, compliance verification, environmental assessment, and alternatives review; counties in regional solid waste districts are exempt from this study requirement

Mandates public presentation of the flow control study with adequate notice and opportunity for public comment before any final decision

Declares an emergency with effective date of July 1, 2026
