Prohibits the use of environmental, social, and governance (ESG) standards as criteria for evaluating bids or determining vendor qualifications in state procurement decisions.

Establishes a formal "best and final offer" process allowing the administrator to request final written offers from bidders during negotiations, with a common deadline for all submissions.

Creates new vendor debarment provisions allowing exclusion for up to 3 years for performance failures, including unsatisfactory contract performance or filing 3 or more frivolous bid protests within 24 months.

Requires protest bonds for bid specification challenges and appeals: 1% of estimated contract value for contracts under $10 million, or 0.5% (capped at $10 million) for larger contracts, with bonds forfeited if protests are deemed frivolous.

Imposes a 365-day cooling-off period prohibiting former elected officials from participating in procurement on behalf of vendors, and barring vendors from employing individuals who participated in the solicitation process within that timeframe.
