Corrects the spelling of "kidnaping" to "kidnapping" throughout Title 18, Chapter 45 of Idaho Code and related sections

Redesignates multiple chapter and section numbers enacted by 2025 legislation to resolve numbering conflicts, including chapters on advertising illegal drugs, distraction-free learning, drinking water laboratory certification, and the Idaho Constitutional Money Act

Removes surplus verbiage, obsolete language, and corrects erroneous code references across approximately 40 sections spanning titles on criminal procedure, education, health and welfare, motor vehicles, property, and state affairs

Updates special license plate fee references to include the new "An Appeal to Heaven" license plate (correcting "licence" to "license") and redesignates it from section 49-420T to 49-420U

Takes effect July 1, 2026, as an emergency measure, with the America250 Commemoration Fund provisions in Section 27 set to expire July 1, 2027
