Adds a definition of "flow control" to Idaho solid waste disposal law, meaning any method where a governmental entity compels waste haulers to use a designated facility through ordinance, regulation, or official directive

Prohibits county commissioners, solid waste district boards, and other public authorities from using compulsory means, including flow control, to limit private sector competition in solid waste disposal

Requires counties to use competitive bidding or requests for proposals when awarding solid waste disposal contracts or franchises, replacing prior language that allowed discretion on whether to use competitive bidding

Applies the prohibition on flow control to both county-level solid waste systems and regional solid waste or domestic septage districts

Declares an emergency and takes effect July 1, 2026
