Amends Idaho Code Section 56-275 to expand exclusions from the definition of "candy" for SNAP purposes, exempting items such as baked goods, baking ingredients, savory snacks, fruit snacks made with real fruit, trail mix, granola/protein bars, and baking sugars

Expands exclusions from the definition of "soda" to exempt sports drinks, oral rehydration electrolyte solutions, and beverages manufactured as nutritional supplements or dietary supplements

Requires the Director of Health and Welfare to request a USDA waiver to exclude candy and soda from SNAP-eligible foods, and if denied, to resubmit the waiver request annually until granted

Declared an emergency measure with an effective date of July 1, 2026
