Reaffirms Idaho's "first right" to develop and use the first 125,000 acre-feet of water in the Bear River Lower Division under the Amended Bear River Compact of 1980, and declares state policy to oppose any federal or interstate attempts to reallocate this water to Utah.

Directs the Idaho Water Resource Board to prepare two reports: the first by June 1, 2026, describing current water development status and preliminary opportunities; the second by September 30, 2026, with prioritized project recommendations for developing Idaho's compact allocation.

Requires the Idaho Water Resource Board to prioritize feasibility studies on new surface water storage sites, off-stream storage facilities, and aquifer recharge projects to protect Idaho's allocation without harming Bear Lake's natural hydrology.

Allocates funds from a $30,000,000 fiscal year 2027 transfer to the water management account to support implementation of the reports and related legislation.

Mandates that the Idaho Water Resource Board consult with House and Senate leadership before entering any agreement regarding Bear River or Bear Lake management with power utilities or the states of Wyoming or Utah.
