Certain companies voluntarily applied for and received Medicare Advantage contracts, then attempted to steer consumers away from their products, withdrew enrollment applications, and denied access to Idaho seniors, prompting the Department of Insurance to issue cease and desist orders

Requests the Centers for Medicare and Medicaid Services (CMS) to continue collaboration with state insurance regulators and provide clear guidance on federal and state oversight responsibilities for Medicare Advantage plans

Requests CMS guidance on changes to insurance producer compensation structures after plan approval and the impact on consumer access and market stability

Directs the Chief Clerk of the House to forward the memorial to CMS, congressional leadership, and Idaho's congressional delegation
