Proposes amending Section 8, Article IX of the Idaho Constitution to establish a priority system for state land use, placing revenue-generating activities (timber sales, mining, grazing) first, followed by public access for recreation, hunting, fishing, and trapping

Guarantees public access shall not be denied as long as recreational activities do not impede contracted revenue-generating activities

Prioritizes revenue-generating activities and public access over the sale or exchange of state lands

Removes existing constitutional language requiring lands to be managed for "maximum long term financial return" to the beneficiary institution

Requires the question to be submitted to voters at the next general election, asking whether state lands should be managed for "ongoing revenue generation followed by public access"
