Amends Idaho Code Section 59-1302 to expand the definition of positions excluded from PERSI employee status to include "drainage entities" alongside irrigation districts for seasonal positions lasting up to 8 consecutive months

Replaces the phrase "public employee retirement system of Idaho (PERSI)" with the acronym "PERSI" throughout the definitions section for consistency and technical cleanup

Seasonal or casual positions affected by weather (parks, golf courses, invasive species inspection, irrigation) with cities, counties, irrigation districts, drainage entities, cemetery districts, soil and water conservation districts, or mosquito abatement districts remain excluded from PERSI participation

Declared an emergency measure with an effective date of July 1, 2026
