Redefines "domestic purposes" for water use to include homes, camps, campgrounds, and livestock with irrigation up to 1/2 acre if total use does not exceed 13,000 gallons per day, or 2.8 acre-feet per year for other purposes

Requires permits for new domestic water diversions in subdivisions (5+ lots) filed on or after July 1, 2025, in areas where the Department of Water Resources has issued a moratorium or designated a critical groundwater area—except for in-home use and livestock watering

Prohibits combining multiple domestic water rights to circumvent permit requirements for uses that would not individually qualify as domestic under the exemption

Mandates subdivisions within a municipal provider's service area install shared wells or public water systems designed to integrate with and eventually connect to the municipal system, with water rights conveyed upon connection

Declares an emergency, making the act effective immediately upon passage and approval
