Amends Section 49-619 to allow operators of slow moving vehicles, farm tractors, construction equipment, or implements of husbandry to obstruct traffic when they determine, using reasonable judgment, that no safe or size-appropriate location exists to exit the roadway or allow traffic to pass

Amends Section 49-639 to explicitly include farm tractors, construction equipment, and implements of husbandry in the turnout requirement for two-lane highways outside urban areas when 3 or more vehicles form a line behind them

Drivers must turn off at the nearest designated turnout or next available safe and reasonable location to let following vehicles pass, but are not in violation if no such turnout or safe location was passed while vehicles were lined up

Emergency and snow removal vehicles operated by the state or political subdivisions remain exempt from lighting and traffic obstruction requirements when performing public safety activities

Declared an emergency measure, effective July 1, 2026
