Idaho State Board of Education must conduct thorough president searches for state higher education institutions with periodic public updates and assemble a search committee to recommend candidates

Search committees must include at minimum 8 members: 2 board members, 2 institutional employees (including 1 faculty member), 2 alumni, 1 foundation member, and 1 at-large community member

Search committees must protect candidate confidentiality and conduct candidate reviews in closed executive sessions, with the board taking final hiring action in an open public meeting

Amends public records law to require only the sole finalist's name (rather than five finalists) be disclosed at least 10 business days before the final hiring decision

Declared an emergency measure, taking effect immediately upon passage and approval
