Applies to countywide highway districts in counties with populations over 200,000 where voters previously established the district, requiring the county to be divided into five subdistricts of approximately equal population

Changes voting rules so qualified voters can vote for each of the countywide highway district commissioners rather than only the commissioner in their own subdistrict

Requires primary elections for highway district commissioners in affected districts beginning with the 2026 elections, following the same procedures as other county offices under Chapter 7, Title 34 of Idaho Code

Sets commissioner compensation at up to $1,200 per month, with the president of the highway commissioners eligible for up to $1,400 per month

Declared an emergency measure, taking effect immediately upon passage and approval
