Emergency proclamations are exempt from the 30-day public comment period requirement

Maintains existing requirements for notice publication in the Idaho administrative bulletin and open meeting procedures

Continues requirement that the director of legislative services office receive notice for review by the germane joint subcommittee after commission adoption

Declares an emergency with an effective date of July 1, 2026
