Repeals 15 sections of Idaho Code identified as obsolete, outdated, or unnecessary, including provisions on public school financial requirements, pay for success contracting, high performing schools reports, school building energy efficiency, STEM/biliteracy/workforce readiness diplomas, mine profits apportionments, county school taxes, and the Industry Partner Fund

Eliminates the postsecondary credit scholarship program (Section 33-4605) and appropriations for asbestos removal and building demolition at the former Albion State Normal School (Section 33-3305)

Amends Section 33-1002 (Educational Support Program) to remove references to the repealed pay for success contracting provision from the funding calculation formula

Amends Section 33-3304 to remove contingency language referencing the repealed Section 33-3305 regarding Albion State Normal School funding allocations

Declares an emergency and takes effect July 1, 2026
