Authorizes the Idaho State Police director to issue retail liquor by the drink licenses to owners, operators, or lessees of bona fide distilleries located on at least 5 acres of agricultural zoned property in unincorporated areas of Idaho

Limits distillery license holders to selling only liquor from brands explicitly owned by the distillery, with license fees matching those for golf courses under Section 23-904

Exempts distillery officers, agents, and employees from the prohibition on holding retail liquor licenses that applies to other liquor manufacturers, wholesalers, and jobbers

Removes the requirement for distilleries to serve food cooked on-site to hold interest in licensed premises, unlike other liquor manufacturers

Allows persons under 21 to enter licensed distillery premises that sell only distillery-owned brands, and declares an emergency effective date of July 1, 2026
