Requires at least 3 legislative members to come from districts without a population center of 20,000 or more persons to ensure rural representation

Committee must establish subaward requirements including application scoring rubrics by March 15, 2026 for the first award year and by September 30 for subsequent years, with a 5-year award period total

Declares an emergency for immediate effect upon passage, with the committee remaining active until all fund moneys are appropriated and expended
