Norway rats and roof rats are declared a public health and safety nuisance, an invasive species, an agricultural pest, and a vermin/public health pest under Idaho law, requiring summary abatement.

The Director of the Department of Agriculture must develop and implement a coordinated abatement plan by November 1, 2026, and create public educational materials for rat eradication and prevention.

Political subdivisions of the state are required to report rat presence to the Idaho invasive species hotline and must assist the director with abatement efforts upon request.

The director may expend funds under section 22-1912, Idaho Code, and cooperating entities with available funding must share abatement costs.

The act includes an emergency clause making it effective immediately upon passage and approval; it is officially titled "The Idaho Rodents of Unusual Size Act."
