Discontinues five specialty license plate programs: Idaho Corvette (49-420E), Idaho Territory Sesquicentennial (49-420L), Rocky Mountain Elk Foundation (49-420N), Idaho Friends of the NRA (49-420O), and Idaho Rotary International (49-420P)

Removes references to the repealed license plate programs from Section 49-402 governing annual vehicle registration fees

Eliminates the triennial $3.00 ownership verification requirement for "Idaho Old Timer" and "Idaho Classic" specialty plates under Sections 49-406 and 49-406A

Declares an emergency and takes effect July 1, 2026
