Repeals 10 obsolete sections of Idaho Code related to the Public Employee Retirement System, including provisions on disbursements, money transfers from the State Community College Account, merger of city retirement systems into the state system, and separation benefits

Removes outdated code references from Section 33-2101A (regarding "junior college" meaning "community college") and Section 59-1316 (confidentiality of retirement records)

Corrects a code reference in Section 59-1391 by changing the citation from "59-1399" to "59-1398" in the definitions section for firefighter retirement provisions

Revises Section 59-1394 regarding excess costs and additional contributions for firefighter retirement benefits by updating internal cross-references to reflect the repealed sections

Declares an emergency and takes effect July 1, 2026
