Establishes the Idaho Kratom Consumer Protection and Safety Act, adding Chapter 31 to Title 37 of Idaho Code, effective July 1, 2026

Prohibits sale of adulterated kratom products, defined as those containing synthetic compounds, 7-hydroxymitragynine (7-OH) exceeding 2% of total alkaloid content or more than 1 milligram per serving, heavy metals above federal limits, microbial contamination, or controlled substances

Restricts kratom sales to persons 18 years or older, with misdemeanor penalties for minors who misrepresent their age to obtain kratom

Requires product labeling to include processor/retailer name and address, batch number, and statements that the product contains kratom, has not been FDA-evaluated, and is not for sale to minors

Imposes civil penalties of $1,000 for first violations and $2,500 for subsequent violations, with enforcement by the attorney general or county prosecutors; preempts local governments from enacting different kratom regulations
