Licensing authorities must treat home school high school diplomas as equivalent to accredited high school diplomas, traditional high school diplomas, or GEDs for applicants aged 21 or older seeking occupational licenses

Amends 16 sections of Idaho Code covering professional licensing requirements for podiatrists, morticians, long-term care administrators, real estate agents, water/wastewater operators, hearing aid dealers, sign language interpreters, shorthand reporters, massage therapists, respiratory care practitioners, driving instructors, and barbers/cosmetologists

Adds graduation from an Idaho home school as an acceptable educational qualification alongside accredited high school graduation or GED completion for each affected profession

High school students attending Idaho home schools may accrue cosmetology/barber instruction hours while under 16½ years of age, consistent with students enrolled in licensed schools

Declared an emergency measure with an effective date of July 1, 2026
