Prohibits individuals from receiving compensation for veterans benefits matters before the VA, Department of War, or Idaho Division of Veterans Services, except as permitted under federal law, and bans referral fees for directing veterans to benefits assistance

Requires non-VA-accredited persons seeking compensation for veterans benefits work to use written fee agreements where payment is contingent on success and capped at 5 times the monthly increase in benefits awarded, with no initial or nonrefundable fees allowed

Mandates written disclosure to veterans that the business is not affiliated with the VA or veterans service organizations and that free services may be available elsewhere

Prohibits compensated service providers from using international call/data centers, accessing veterans' personal login credentials, or accepting payment for claims filed within one year of active-duty release without written veteran acknowledgment

Requires background checks including identity verification and criminal records checks for anyone accessing veterans' medical or financial information; effective July 1, 2026
