Idaho public institutions of higher education must give preference to Idaho residents when awarding scholarships

Non-U.S. citizen student athletes receiving scholarships are capped at 10% of total athletes across all sports rosters (excluding football)

Football rosters are limited to 5% non-U.S. citizen student athletes receiving scholarships at any given time

No individual men's or women's athletic team may have more than 50% of scholarship-receiving student members who are non-U.S. citizens

Current non-U.S. citizen scholarship recipients enrolled before July 1, 2026 are grandfathered and exempt from the 10% cap for up to four consecutive academic years
