Repeals 12 obsolete Idaho Code sections related to education, including provisions on public school financial requirements, pay for success contracting, high performing schools reporting, school building energy efficiency, mine profits apportionments, county school tax levies, and the Industry Partner Fund

Eliminates the postsecondary credit scholarship program (Section 33-4605) and removes the appropriation for asbestos removal and demolition of Albion State Normal School buildings

Amends Section 33-1002 (Educational Support Program) to remove references to the repealed pay for success contracting provision and re-letters subsequent subsections

Amends Section 33-3304 to remove contingency language regarding Section 33-3305 for the Department of Education funding at Idaho State University, while maintaining the 50% to 47% funding reduction tied to the Albion Normal School memorandum of understanding

Declares an emergency and takes effect July 1, 2026
