Amends Idaho Code Section 19-202 to clarify and expand the definition of "defensive display or declaration of a firearm" by separating it into three distinct categories: verbal notification of firearm possession, exposing or displaying a firearm outside its container or holster, and placing a hand on a contained firearm

Justifies defensive firearm display when a reasonable person would believe physical force is necessary to protect against unlawful physical force, including deadly force

Excludes individuals who intentionally provoke another person from claiming justification under these defensive display provisions

Establishes that reasonableness of force is judged from the viewpoint of a reasonable person in the same position without the benefit of hindsight

Declared an emergency measure with an effective date of July 1, 2026
