Creates the "Conversational AI Safety Act" requiring operators of public-facing conversational AI services to disclose when users are interacting with AI rather than a human, and to implement suicide prevention protocols that refer users to crisis services

Establishes enhanced protections for minors (under 18), including persistent AI disclosure notices, prohibition on variable reward systems designed to increase engagement, and prevention of sexually explicit content or statements sexualizing the minor

Requires operators to prevent conversational AI from claiming to be human or sentient to minors, simulating emotional dependence or romantic/sexual content, or role-playing adult-minor romantic relationships

Mandates parental/guardian tools for managing privacy and account settings for minors, with direct parental access required for users under 13

Violations subject to civil penalties of $1,000 per violation up to $500,000 maximum per operator, enforceable only by the Attorney General with no private right of action; effective July 1, 2027
