Transfers appointment authority for three department directors from their respective boards/commissions to the Governor: Director of Fish and Game, Director of Idaho Transportation Department, and Director of Parks and Recreation

All three directors will serve at the pleasure of the Governor rather than their boards, with appointments subject to Senate advice and consent per Section 59-904, Idaho Code

Directors appointed on or before July 1, 2026, must be considered for Senate confirmation at the first regular session of the sixty-ninth Idaho legislature

Adds these three director positions to the existing list of state offices in Section 59-904 that require gubernatorial appointment with Senate confirmation

Declares an emergency with an effective date of July 1, 2026
