Expands rights of irrigation easement holders to enter land, remove debris, construct structures (headgates, fences, measuring devices), and perform maintenance work year-round without prior notice to or permission from the servient estate owner

Creates new definition of "irrigation conduit" covering ditches, canals, laterals, drains, pipelines, and other channels used to convey irrigation water or provide drainage

Requires written permission from irrigation conduit owners before servient estate owners can relocate or pipe conduits, with unauthorized encroachments subject to removal at the encroacher's expense

Grants irrigation conduit owners the right to relocate or bury open channels within their existing easement without servient estate owner permission, provided construction follows Idaho standards and surface restoration occurs within 30 days

Declares an emergency with effective date of July 1, 2026, applying to both existing irrigation infrastructure and facilities constructed after that date
