Irrigation district boards must adopt a resolution within 150 days of receiving a land exclusion petition, either accepting the alleged facts and granting the petition or rejecting them with a written explanation mailed to the petitioner.

Petitioners who disagree with a board's denial may request a hearing in writing within 45 days; the board must then schedule the hearing within 60 days of receiving the request.

The timeline for boards to act on petitions when cost deposits are required changes from 150 days to 60 days after estimated costs are deposited.

Excluded lands remain obligated to pay their proportionate share of existing bonded or contract indebtedness of the irrigation district.

Declared an emergency measure, taking effect July 1, 2026.
