Creates new Section 31-3201K in Idaho Code establishing a priority order for distributing court-ordered payments in juvenile corrections cases, with victim restitution ranked first

Requires payments to be made to the clerk of court, remitted daily to the county auditor, and distributed at least monthly according to the statutory priority order

Establishes a 15-tier payment hierarchy including: victim restitution, detention/probation training fees, drug/mental health court fees, pretrial supervision fees, probation fees, testing costs, community service fees, detention costs, and public defender reimbursement

Mandates that when multiple payments exist within the same priority category, distributions must be proportional to the relative amounts owed

Declared an emergency measure with an effective date of July 1, 2026
