Adds pharmacists to the list of medical professionals eligible to obtain voluntary licensure as naturopathic doctors in Idaho, joining medical doctors, osteopaths, podiatrists, dentists, chiropractors, and nurse practitioners

Requires pharmacist applicants to hold current, valid, unrestricted licensure meeting the requirements of section 54-1722, Idaho Code, plus complete a 160-credit-hour naturopathic doctor curriculum from a U.S. Department of Education-accredited institution

Modifies the Idaho Board of Naturopathic Health Care's formulary committee composition to specify that the pharmacist member must be licensed as a pharmacist under Idaho Code but not licensed under the naturopathic chapter

Declares an emergency and sets an effective date of July 1, 2026
