Licensed hospitals providing labor and delivery services must display comprehensive maternity care price quotes on their consumer-friendly price estimator portals, accessible via a single click from the main pricing index.

Hospitals must create separate single-click entry pages for vaginal birth and cesarean birth episodes of care, showing all-inclusive pricing or itemized lists for uncomplicated deliveries including intake, room and board, delivery, antepartum/postpartum care, blood tests, and routine newborn care.

Common additional charges must be itemized separately, including fees for epidural, anesthesia, episiotomy, circumcision, vacuum extraction, forceps, and lactation consultation.

Hospitals are prohibited from entering contracts that prevent them from offering discounted cash prices for labor and delivery services below contracted rates or from disclosing those cash prices to patients; any existing contract clauses violating this provision are void.

Declared an emergency measure, effective July 1, 2026.
