Creates voluntary Regional Service Centers (RSCs) allowing two or more school districts and public charter schools to share specialized staff and administrative services through interlocal agreements

Addresses shortages of specialized personnel required under the Individuals with Disabilities Education Act (IDEA), including psychologists, speech-language pathologists, behavior specialists, occupational and physical therapists, and special education administrators

Requires RSCs to submit a governing charter and application to the State Superintendent of Public Instruction specifying geographic region, governance structure, services offered, and fiscal management procedures

Establishes RSC boards with at least two superintendents or charter administrators from participating districts, plus one non-voting member appointed by the Superintendent of Public Instruction to ensure compliance

Creates the Regional Service Center Contracts Fund in the state treasury to finance fee-for-service programs, funded through legislative appropriations, donations, interest earnings, and contract payments
