Creates a new white and black specialty license plate option available to Idaho vehicle owners beginning July 1, 2026, for vehicles with a registered maximum gross weight of 26,000 pounds or less

Requires a $70 initial fee and $50 annual renewal fee for the white and black plates, with $65 of the initial fee and $45 of renewals going to the Idaho Law Enforcement Fund

Allocates $5 from each initial and renewal fee to the state highway account for administrative costs of the plate program

Allows owners to transfer the special plates to another vehicle upon payment of transfer fees, and permits purchase of sample plates for $30

Declares an emergency to make the act effective July 1, 2026, with initial program costs including plate design paid by the Idaho Law Enforcement Fund
