Allows irrigation districts of 15,000 acres or less to permit landowners to serve as directors from any division where they own land, with two-thirds board approval, as long as they reside in the county where the district is located or an adjoining county

Restructures existing bylaw provisions that allow non-resident landowners to serve as directors if they reside within 15 miles of the district and own land in that division, requiring two-thirds board approval and two-thirds elector approval

Clarifies that landowners owning land in multiple divisions may only serve as director from the division nearest their residence

Declares an emergency and takes effect July 1, 2026
