Repeals existing Idaho Code Section 33-320 on continuous improvement plans and replaces it with new requirements for "strategic performance plans" that all school districts and public charter schools must submit to the state department of education by October 1 annually, beginning with the 2027-2028 school year

Plans must cover at least 4 years and set measurable goals for student academic proficiency, growth, college/career readiness, at-risk student outcomes, and school board performance, with required data on literacy, math, and graduation rates

State Board of Education must adopt an evaluation matrix by September 1, 2026; top 10% of schools meeting goals receive "schools or districts of educational excellence" recognition, while schools failing to meet goals for 1-3 consecutive years face escalating interventions including mandatory training, budget oversight, and state approval of instructional calendars

Each school district and public charter school may receive up to $6,600 in reimbursements for school board and leadership development training covering strategic planning, finance, ethics, governance, and administrator evaluations

Eliminates non-federally mandated reporting requirements for schools as of July 1, 2026, and declares an emergency effective date of July 1, 2026
