Prohibits foreign nationals from making contributions, independent expenditures, or electioneering communications, with violations exceeding $1,000 or repeat offenses classified as felonies

Requires monthly campaign finance reports filed with the Secretary of State, with additional 48-hour reporting for contributions of $1,000 or more and pre-election reports filed 3 days before primary and general elections

Creates disclosure requirements for synthetic media (AI-generated deepfakes) in campaign communications, allowing candidates to seek injunctive relief and damages against deceptive content lacking proper disclaimers

Repeals existing Chapter 66, Title 67 (current campaign finance law) and replaces it with new Chapter 3, Title 74, effective July 1, 2026, with emergency clause
