Director of the Idaho Department of Health and Welfare must discontinue any program or service not expressly authorized by Idaho Code by July 1, 2028, and must cease new expenditures for unauthorized programs within 60 days of discovery.

State Controller must immediately revoke spending authority for unauthorized programs, revert unexpended balances, and reduce the department's following fiscal year appropriation by the total amount spent on unauthorized programs.

Department must submit a report to legislative health and welfare committees by December 1, 2026, listing all programs and their corresponding statutory authorization.

Department's power to enter federal contracts, cooperate on federal programs, and provide welfare services is restricted to only those activities expressly authorized by Idaho Code.

Appropriation acts cannot be construed to create or imply independent authorization for any program, service, or activity—express statutory authorization is required.
