Idaho Housing and Finance Association must report on federal funds received through the Continuum of Care (COC) program and Emergency Solutions Grant program (24 CFR 578 and 24 CFR 576) beginning July 1, 2026

Reports must include detailed financial information for each recipient and subrecipient: organization name and address, total award amounts, unspent fund balances, and expenses broken down by component and supportive service type

Outcome data required at the project level includes number of individuals/households served, participation dates, supportive services provided, earned income changes, and exit destinations (unsheltered homelessness, subsidized/unsubsidized housing, treatment, jail, hospitalization, or death)

All reported data must be de-identified with no personally identifiable information; victim service provider data is exempt from reporting requirements

Annual report due to the governor and legislature by February 1 each year and must be posted on a publicly available website
