Single countywide highway districts in counties with populations over 200,000 must implement primary elections for highway district commissioners beginning with the 2028 elections

Voters may vote for all countywide highway district commissioner offices rather than only the commissioner in their subdistrict, while commissioners must still reside in the subdistrict they represent

County commissioners, mayors, and city council members remain ineligible to serve as countywide highway district commissioners

Write-in candidates for single countywide highway district offices must receive at least 5 votes at the primary election and file declarations of intent with the county clerk

Sections 1-11 take effect July 1, 2026, while Section 12 (regarding nonpartisan ballot provisions) takes effect January 1, 2027
