Public institutions of higher education in Idaho cannot award athletic scholarships to non-U.S. residents exceeding 10% of total sports roster positions in a given academic year

No more than 50% of members on any intercollegiate athletic team may be scholarship-receiving student athletes who are not U.S. residents

State Board of Education must establish rules giving Idaho residents preference for athletic scholarships at public institutions

Scholarships awarded before July 1, 2026 to non-U.S. residents are grandfathered and exempt from the caps for up to four consecutive academic years

State Board of Education must submit annual compliance reports to the legislature by December 1, detailing scholarship awards by residency status at each institution
