Appropriates $484,547,600 total to six Natural Resources agencies for fiscal year 2027 (July 1, 2026 through June 30, 2027): Department of Environmental Quality ($96,526,300), Department of Fish and Game ($147,338,500), Endowment Fund Investment Board ($1,019,700), Department of Lands ($76,567,700), Department of Parks and Recreation ($50,488,300), and Department of Water Resources ($112,607,100)

Authorizes 1,630.73 full-time equivalent positions across all agencies and transfers $117,278,400 from various earnings reserve funds to income funds for public schools, agricultural college, charitable institutions, normal school, penitentiary, scientific school, mental hospital, and university endowments

Transfers $1,500,000 from the Water Pollution Control Fund for Coeur d'Alene Basin Superfund cleanup, $279,000 to the Agricultural Best Management Practices Fund, $5,000,000 to the Secondary Aquifer Planning, Management, and Implementation Fund, $1,000,000 for flood management, and $30,000,000 for water infrastructure projects

Limits ARPA funding for drinking water and wastewater construction projects to $325,000,000, with tiered grant funding prioritizing smaller systems with greatest need and least ability to pay, for projects with costs incurred after March 3, 2021, and completion before December 31, 2026

Restricts no more than 50% of the $30,000,000 water management appropriation from being used in a single Water Resource Board district unless no competing applications exist, and requires accountability reports to the Joint Finance-Appropriations Committee by December 5, 2026
