Temporary rules not approved by concurrent resolution will expire on June 30 of the year following the rule's adoption, rather than at adjournment sine die of the next regular legislative session

Agencies are exempted from commencing proposed rule promulgation if the temporary rule will expire by its own terms or by operation of law before the proposed rule could become final

Amends Idaho Code sections 67-5226 (temporary rules) and 67-5291 (legislative review of rules)

Declared an emergency measure, effective July 1, 2026
