Repeals and replaces Idaho Code Section 5-404 governing venue for civil actions not covered by other specific venue rules

Requires plaintiffs to file suit either in the county where the cause of action arose or where any defendant resides at the time the action begins

Allows plaintiffs to choose any county when no defendants reside in Idaho at the time of the cause of action or before filing the complaint

Permits lawsuits against life or fire insurance companies to be filed where the death occurred or loss was sustained, and actions against Idaho corporations in the county of their principal place of business or where the cause of action arose

Declared an emergency measure with an effective date of July 1, 2026
