Amends Idaho Code Section 18-623 to remove "recruiting" from the list of prohibited actions, leaving "harboring or transporting" a pregnant unemancipated minor within the state as the conduct constituting abortion trafficking when done to conceal an abortion from parents or guardians

Punishment for abortion trafficking remains 2 to 5 years imprisonment in state prison

Idaho Attorney General retains authority to prosecute violations at sole discretion if local prosecuting attorneys refuse to prosecute regardless of facts or circumstances

Parental or guardian consent to the trafficking remains an affirmative defense; location of abortion provider in another state is explicitly not a defense

Declared an emergency measure with effective date of July 1, 2026
