Establishes the Idaho Education Whistleblower Protection Act, prohibiting public school districts, charter schools, private schools receiving public funds, and the state department of education from retaliating against employees who report sexual misconduct or student safety violations

Protects employees who report misconduct to law enforcement, participate in investigations, or refuse to conceal violations of laws, rules, policies, or professional standards related to student safety

Creates a legal presumption that adverse employment action (termination, demotion, suspension, pay reduction, contract nonrenewal) taken within 6 weeks of protected activity constitutes retaliation unless proven otherwise by clear and convincing evidence

Allows whistleblowers to bring civil lawsuits against educational entities for retaliation, with entitlement to monetary damages and attorney's fees

Takes effect July 1, 2026, applying to protected whistleblower activity occurring on or after that date
