Appropriates $1.58 billion total to 20 Idaho economic development agencies for fiscal year 2027 (July 1, 2026 - June 30, 2027), with the largest allocation of $938.2 million going to the Idaho Transportation Department

Authorizes 4,251.26 full-time equivalent positions across all agencies, including 1,645 for Transportation, 644 for Labor, 429.1 for Veterans Services, and 333.96 for the Office of the State Public Defender

Provides $148 million in federal grant funds for broadband infrastructure through the Department of Commerce Broadband Office, plus reappropriation authority for up to $272 million in prior-year broadband funds

Transfers $225,000 from the General Fund to the Depredation of Livestock and Prevention Fund for compensation related to livestock killed by grizzly bears and wolves

Requires the Department of Agriculture to maximize watercraft inspection efforts to prevent zebra mussels, quagga mussels, and other aquatic invasive species from entering Idaho waters, and report findings to legislative committees during the 2027 session
