Authorizes 2,942.77 full-time equivalent positions across all department programs, with the largest allocations to Division of Welfare (609.50 FTEs), Youth Safety and Permanency (500.53 FTEs), and State Hospital South (300.41 FTEs)

Transfers $640,000 from the Cooperative Welfare (General) Fund to the Rural Physician Incentive Fund and allocates $2.1 million from the Idaho Millennium Income Fund to public health districts for tobacco/vape prevention and cessation programs

Requires monthly Medicaid tracking reports comparing appropriations to actual expenditures, a Medicaid managed care implementation report by December 1, 2026, and biannual facility licensing reports by December 31, 2026 and June 30, 2027

Allocates $250,000 from the Idaho Millennium Income Fund to Idaho Drug Free Youth for youth summit, program chapters, and drug free school coordinators, with quarterly distributions and oversight by the Department of Health and Welfare
